"THE CLINTON MEDIA COMPLIANCE ACT" STATES THAT IF AN INDIVIDUAL LEGALLY BUYS A FORM OF MEDIA, THAT PERSON CAN USE IT IN ANY OTHER FORM INCLUDING APPROPRIATION OF PARTS TO CREATE A NEW RELEASE FOR PROFIT, AS LONG AS IT IS NOT A REPLICATION AND EMULATION OF THE ORIGINAL PRODUCT TO BE SOLD AS AN INFRINGING BOOTLEG.

THIS PREVENTS BOOTLEGGING WHILE ALLOWING ARTISTIC CREATION TO FLOURISH, HELPING MAINTAIN A LEGALIZED LINE OF ACTION IN THE LITIGIOUS WORLD OF MEDIA RE-COMMUNICATION.

NAMED AFTER THE OVERSIGHT CHAIRMAN, WILLIAM JEFFERSON CLINTON PROPOSED THIS ACT AS A MEANS TO APPEASE TO THE NEW AGE OF ELECTRONIC DATA DISTRIBUTION DAWNING UPON MAN.
